"13th Five-Year" Special Plan for Science and Technology Innovation of Traditional Chinese Medicine

Traditional Chinese medicine contains profound scientific connotations and has great potential to lead the future development of life sciences. It is "the treasure of ancient Chinese science" and "the key to opening the treasure house of Chinese civilization". It is a major strategic direction to realize the revitalization and development of Chinese medicine through the scientific and technological innovation to explore the scientific connotation of traditional Chinese medicine and promote the inheritance and innovation of traditional Chinese medicine. According to the "National Innovation Driven Development Strategy Outline", "Health China 2030" Planning Outline, "Chinese Medicine Development Strategy Plan (2016-2030)", "13th Five-Year" National Science and Technology Innovation Plan" and "Ten The “Three-Five” National Social Development Science and Technology Innovation Plan, etc., is designed to accelerate the improvement of TCM scientific and technological innovation capabilities, improve people's health and promote the development of health industry.

I. Situation and needs

(1) The strategic position is more prominent

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the development of Chinese medicine. General Secretary Xi Jinping has clearly pointed out that it is necessary to "really inherit, develop and make good use of the valuable wealth left by the ancestors of Chinese medicine." . At the National Health and Wellness Conference held in August 2016, General Secretary Xi Jinping emphasized “promoting the innovation of traditional Chinese medicine science and technology” and “working hard to realize the creative transformation and innovative development of the healthy health culture of Chinese medicine”. The "National Innovation Driven Development Strategy Outline", "Health China 2030" Planning Outline and "Chinese Medicine Development Strategy Planning Outline (2016-2030)" and other documents all listed TCM science and technology innovation as a development focus. Medical science and technology innovations set clear requirements. The strategic position of TCM science and technology innovation work is more prominent, and it is welcoming the good times of time, location and people.

(2) The technology foundation is more solid

Since the "Twelfth Five-Year Plan", the level of modernization of Chinese medicine has been continuously improved, and breakthroughs in innovation have emerged. The database of traditional Chinese medicine literature and the construction of knowledge base have taken shape, and a series of modern inheritance studies of famous Chinese medicine practitioners have been organized. The original theory of traditional Chinese medicine such as Tibetan elephant theory, acupoint specificity, collateral disease, Chinese medicine medicinal properties, and group distribution Scientific understanding has been further deepened; a number of Chinese medicine diagnosis and treatment equipment have been developed; Chinese medicine has made positive progress in clinical research on prevention and control of cardiovascular and cerebrovascular diseases, diabetes and other major chronic diseases, and major infectious diseases such as influenza A (H1N1), among 16 major diseases. The evidence for the prevention and treatment of medicines has obtained evidence-based evidence; it has broken through a number of endangered and scarce Chinese herbal medicine breeding techniques and key technologies for the cultivation of Chinese herbal medicines. The standardized cultivation techniques of traditional Chinese medicines have been further improved. The quality control level of traditional Chinese medicines has changed from “single” to “whole”; Significant breakthroughs have been made in bottlenecks such as discovery, preparation, and safety evaluation. The technical methods for the development of new Chinese medicines have been continuously improved, and the scientific and technological content of traditional Chinese medicine products has been significantly enhanced. A number of national engineering (technical) research centers and national TCM clinical research bases have been established. Engineering laboratory and enterprise technology center, built 25 The unique Chinese medicine modernization technology industry (planting) base; the pace of internationalization of Chinese medicine has accelerated markedly. Four kinds of Chinese medicines have been approved by the US Food and Drug Administration (FDA) for phase III clinical research, and a batch of proprietary Chinese medicines are being registered in the EU. In the study, a batch of Chinese herbal medicines were included in the US Pharmacopoeia and the European Pharmacopoeia. In particular, in 2015, the Tucson researcher won the Nobel Prize, which fully demonstrated the scientific value of Chinese medicine.

Guided by scientific and technological innovation, the modern Chinese medicine industry is booming. The production system of Chinese herbal medicines is basically established. The number of varieties over 100 million yuan has increased from dozens to 500, and a number of key enterprises of traditional Chinese medicine have been cultivated. The total output value of Chinese medicine industry has been 234 from 1996. 100 million yuan has increased to 786.7 billion yuan in 2015, accounting for a proportion of the total output value of the pharmaceutical industry from 1/5 to 1/3. Chinese medicine products and services have accelerated to the world, and the scale of the Chinese medicine industry has exceeded one trillion yuan. It has played a major role in driving farmers to increase their income, protect the ecological environment, promote regional development, and support the implementation of medical reform.

(3) The space for innovation is broader

At present, new concepts and methods such as systematic complex science, big data, and real-world clinical research are emerging, breaking through the inherent thinking patterns and research models, and promoting the transformation of Chinese medicine research paradigms; biology, electronics, big data, artificial intelligence. The rapid development of advanced technologies has provided strong support for the breakthrough of traditional Chinese medicine research and technology; multi-disciplinary, cross-industry, cooperation at home and abroad has become more extensive, and the depth and breadth of modern science and technology and traditional Chinese medicine have been continuously expanded to accelerate the modernization of traditional Chinese medicine. International development has provided a broader space for innovation.

At the same time, the inheritance crisis and trust crisis of traditional Chinese medicine still exist. The clinical westernization of Chinese medicine and the weakening of the advantages of traditional Chinese medicine are highlighted. The bottlenecks of Chinese herbal medicine resources guarantee and quality control of Chinese medicine are serious, and the international medicine has become a new source of new drug development. Under the trend background, the international competition for Chinese medicine research and development and Chinese medicine standards is becoming increasingly fierce. It is urgent for us to strengthen innovation breakthroughs and accelerate the modernization of Chinese medicine.
