The National Inspection and Quarantine Bureau reported that from June 1 this year, all the substances contained in the European Union's Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH) were listed as 38 substances of very high concern (SVHC). The quantity of products must be reported in accordance with the prescribed procedures, otherwise they cannot enter the EU market.

The EU REACH Regulation implemented on June 1, 2007 requires the preventive management of all chemicals that enter the market. Chemicals must be registered, evaluated, and other procedures before they can be admitted.

After the implementation of the law, the SVHC list was updated several times. Accumulatively, 4 batches and 46 substances have been listed on the authorized list by the European Chemicals Agency. Among them, the percentage concentration of the first 38 kinds in the articles exceeds 0.1%, and the total annual amount SVHC with a quantity greater than 1 ton must complete the obligation to notify the European Chemicals Agency before June 1 of this year; if the total amount does not exceed 1 ton, the manufacturer or importer must pass the relevant information for free within 45 days if required by the consumer. information. In addition, there are 8 SVHCs that must be notified before June 15 this year.

According to the EU estimates, the basic testing cost for each chemical is 85,000 Euros and the testing cost for each new substance is 570,000 Euros. After the EU REACH regulation was issued, China’s export costs for chemical and chemical products increased by an average of 5%, and more than one million downstream products of the chemical industry were affected.
